Divisions of HCPD
Police Administration is comprised of the Chief of Police, four Police Captains and an Administrative Assistant. Members of Police Administration strive to stay on the cutting-edge of policing by implementing the management practices and procedures that will best ensure the safety and security of Haltom City citizens. Under the direction of the Chief of Police, the captains manage the day-to-day operations of the department, which has 76 sworn officers and 23 civilian personnel.
Chief of Police - Cody Phillips
Cody Phillips was appointed Chief of Police in May, 2016. Phillips began his career as a Public Safety Officer in 1996 and has 20 years of experience in law enforcement. He was hired in October 1999 by the Haltom City Police Department as a police officer.
While serving for the Haltom City Police Department, Chief Phillips has served as a patrol officer, traffic officer, detective, and SWAT operator. In 2008 he was promoted to Corporal and assigned to the Professional Standards unit, where he served until his promotion in 2009 to Patrol Sergeant. He was promoted to Captain in 2015. As a Captain he oversaw night patrol operations, K-9, and the implementation of the CAD/RMS system with the shared service partner cities of North Richland Hills, Watauga, and Richland Hills. During his tenure Chief Phillips was selected by his peers for rookie officer of the year and supervisor of the year on three occasions.
Chief Phillips has a Master Peace Officer License, is a Texas Commission on Law Enforcement licensed police instructor, and a graduate of The Institute of Law Enforcement Administration Police School of Supervision.
Criminal Investigations
The Criminal Investigations Division investigates criminal offenses that occur within Haltom City and ensures the proper collection and preservation of evidence related to these crimes. The unit includes ten Detectives who are supervised by two Sergeants and two Corporals. One Sergeant supervises two Corporals who share responsibility for Property Crimes, Crimes Against Children, Family Violence, Sex Offender Registration, Financial Crimes, and Internet Crimes. Another Sergeant supervises the Street Crimes Unit, Crime Scene, and Property Room.
A third Sergeant is assigned to the county-wide Metro Narcotics Intelligence and Coordination Unit, and one Haltom City Detective is assigned to the Tarrant County Auto Theft Task Force.
Traffic / DWI
The Haltom City Police Department Traffic Unit enforces traffic laws and investigates collisions on our City streets; it consists of five Police Officers supervised by a Police Sergeant. The Sergeant and two of the officers are assigned to ride police motorcycles, one works traffic duties from a regularly marked police vehicle, and two serve as a dedicated DWI Unit. Most of the officers in the unit are specially trained and certified in Collision Reconstruction, and they work most collisions, especially those involving serious injuries and/or fatalities. The Traffic Unit also participates in State and Federally funded Selective Traffic Enforcement Programs (STEP) that assist in the reduction of collisions and injuries.

Crime Free Multi-Housing
The Crime Free Multi-Housing Programs are innovative, law-enforcement-based crime prevention solutions designed to help keep illegal activity off rental property. The programs were developed by the Mesa Arizona Police Department in 1992. The International Crime Free Programs have been extremely successful in nearly 2,000 cities in 44 U.S. states and ten other countries.
The Crime Free Programs consist of three phases that are completed under the supervision of local law enforcement. The cornerstone of the Crime Free Programs is the partnership between law enforcement and the community working together to prevent crime. Property owners and managers make the commitment to learn and apply the Crime Free Programs to help keep illegal activity off their rental property. This combination of resources has proven to be successful in fighting crime. Property managers can become individually certified after completing training in each phase while the physical property itself can only be certified upon completion of all three phases. The anticipated long-term benefits of a fully certified property are reduced crime, a more stable resident base, and reduced exposure to civil liability.

School Resource Officers
Supervised by the Investigative Services Captain, School Resource Officers serve as security to the Birdville Independent School District. Officers are in place at the Shannon Learning Center, Haltom High School, and another at North Oaks and Haltom Middle Schools. The Haltom City Police Department, along with the Cities of Watauga, Richland Hills, and North Richland Hills, has entered into a consolidation agreement for Detention and Dispatch services. North Richland Hills serves as host, and inmates, nor dispatchers, are no longer located at the Haltom City Police Department. The Operations Support Lieutenant serves as a liaison for the Shared Services Agreement.
Community Services
The Community Services unit consists of a Police Officer who serves as the primary liaison between community groups and the Police Department. Working closely with citizens, this unit helps coordinate Block Parties, Crime Watch Meetings, and various community events to promote crime awareness and prevention. The unit can also perform on-site security inspections of businesses and residences and make recommendations to make them less likely targets for criminals. Community Services also analyzes crime statistics and trends to provide officers and interested citizens with detailed crime information for specific areas of the City. The unit serves as the point of contact for several important programs offered by the Department such as Citizens Police Academy, A Child Is Missing, and the Haltom City Emergency Liaison Program.

Records
The Records unit consists of three civilian records clerks and one police officer who report to the Professional Standards Corporal. The officer serves as front desk officer during business hours to answer phones and assist lobby customers, while the clerks maintain all official police department files and process all burglar alarm permits and open records requests.

Patrol Officers respond to 911 calls-for-service, enforce laws, apprehend criminals, and provide services intended to promote safe and livable neighborhoods for the citizens of Haltom City. These officers are the most visible to citizens and are the first responders when a citizen calls 911 and asks for police services.
Led by two Captains, officers assigned to Patrol are divided into four platoons that work twelve-hour shifts and patrol the City’s twelve square miles providing 911 responses to approximately 40,000 citizens.
Officer Parsons & K9 Harcos
Officer Parsons is teamed with Harcos, a Belgian Malinois trained in Holland.
Harcos was secured and trained using Drug Forfeiture Funds. The dog is sometimes used to assist other area agencies that do not have K9 units. The K9 team is also available to make appearances at schools and special community events, where officers often conduct a demonstration of their applications.
Officer Browder & K9 Ghost
Officer Browder is teamed with Ghost. K9 Ghost began his career with the Haltom City Police Department in January of 2020.
He is trained in tracking, building / area search, article recovery, criminal apprehension, handler protection and narcotics detection.
