The City Manager in Haltom City is responsible for day to day operations of the city. The Assistant City Manager also assists in these duties, along with an Executive Administrative Assistant.

City Manager Thomas J. Muir holds a Bachelor of Science degree in Management from Oral Roberts University. He is a member of the International City Managers Association and the Texas City Managers Association. He has been with Haltom City since May 2002. Prior to joining Haltom City he was with the City of Killeen, Texas for 11 years, most recently as the Director of General Services.
Assistant City Manager Chuck Barnett earned his bachelor’s degree in marketing from Texas Wesleyan College in Fort Worth. Mr. Barnett has been with Haltom City since February, 2006. He had spent the previous 14 years with the City of Bedford, spending the last five and a half years in the top management position.
